The Maritime Industry Authority (MARINA) 12
called for a Consultative Meeting with Ship Building Ship Repair (SBSR) owners,
boat builders afloat ship repairs, and service contractors and operators, and members
of MSAFS, in Region 12 at Mount Sabrina Panoramic View and Resort in Tambler,
General Santos City in June 2020.
The consultative meeting tackled MARINA Circular
(MC) 2020-33. The said circular provides the Guidelines on the Resumption of
Operations of Ship Building, Ship Repair, Boat Building, Afloat Ship
Repair/Service contractors, and Shipbreaking Entities in the Areas Under General
Community Quarantine (GCQ).
One of the requirements on renewal of shipyard
licenses is the submission of precautionary measures and their regular implementation
during the pandemic. The following should from part of the health and safety
measures adopted by each company: a) Provision of disinfectant at the entrance;
b) Undergo temperature check; c) Yards, offices, and facilities regularly
disinfected; d) Workstations, toilets, and shower rooms kept clean and liquid
sanitizers available: e) Employees/Workers wear face masks within the premises
at all times; and f) Observe 1-meter physical distance at all times. Walkways
shall be marked to ensure social distancing.
Moreover, the renewal process of shipyard
licenses should start two (2) months prior expiry date to avoid fines and penalties.
If the business owner does not intend to operate, he should send a Letter of
Intent to MARINA regional office.
Meanwhile, for MC 2020-01 - the Rules and
Regulations covering registration and licensing of shipbreaking/ship recycling facilities
and for other purposes, MARINA explained the circular was approved in April
2020 and published on May 28, 2020.
The circular requires that all MARINA-registered shipbreaking/ship
recycling yards shall be accredited as International Organization for
Standardization (ISO) 9001:2015-certified by a government-recognized
organization or by any accreditation bureau associated with Pacific
Accreditation Cooperation.
